16,822 public car parks, and Seoul is near the bottom
Korea’s open data lists 16,822 public car parks. By raw count Seoul records 762 — tenth of sixteen regions, behind Gyeonggi’s 2,717 and, strikingly, behind Jeju’s 1,572, despite Seoul having roughly fourteen times Jeju’s population.
Adjust for population and the picture does not just shift, it inverts. Seoul falls to last place at 0.8 public car parks per 10,000 residents; Jeju leads at 23.7 — a nearly thirty-fold gap per person between the two. The country’s two largest regions, Seoul and Gyeonggi, land at the very bottom of the density table, which is the opposite of where raw counts would put them and the whole reason this number is worth a second look.

The two biggest urban regions, Seoul and Gyeonggi, occupy the bottom two density places. That is the opposite of what you would expect if public car parks simply followed cars, and it points to something specific about how big Korean cities handle parking.
Two things are going on, and only one is about data
It is tempting to file this alongside our Wi-Fi finding as another reporting-gap story, but the parking case is genuinely different, and the honest reading combines two separate effects.
- A real urban-land effect. Dense cities built before mass car ownership simply have less room for public car parks, and lean on private and commercial parking, on-street metering and transit instead. Seoul’s 0.8 is partly a true reflection of a city where public car parks were never the main answer.
- A possible reporting effect. Whether every relevant Seoul facility is published to this particular open-data standard is unknown, and — as with Wi-Fi and toilets — a large city publishing through its own channels could understate its count here.
Unlike the Wi-Fi case, we do not think this is *mostly* a reporting artefact. Seoul really does have relatively few public car parks, because it is a dense, transit-first city — that is a real feature, not a data glitch. But we also cannot certify the 762 as complete, so the fair statement is: the direction is real, the exact figure is uncertain.
Jeju at the other end is straightforward. A car-dependent island with a huge visitor flow and plenty of land builds public car parks at tourist sites, beaches and trailheads, and publishes them — hence 23.7 per 10,000 residents, by far the highest and entirely believable.

Seoul finishing last on public car parks per person is not an isolated quirk. It is the third time in this cluster that dividing a raw count by population has flipped a city from the top of a table to the bottom, and the three cases together say something about how to read Korean infrastructure data.
- Public Wi-Fi: Seoul is 1st by count (22,792) but only 5th per capita, and the big cities scatter down the density table.
- Convenience stores: Seoul and Gyeonggi lead by count but sit mid-band per capita, below every rural and tourism region.
- Public car parks: Seoul is 10th by count but dead last per capita, with Gyeonggi 15th — the two biggest regions at the very bottom.
The consistent lesson is that absolute counts track population and tell you almost nothing on their own. Of course Seoul has the most of everything; it has the most people. The question worth asking is always “per person”, and per person the dense metropolitan regions repeatedly under-index on physical, space-consuming infrastructure — parking most of all, because it is the most land-hungry of the three.
Parking is where the reversal is sharpest precisely because it is the most spatial. Wi-Fi points and convenience stores fit into existing buildings; a car park needs dedicated ground, which is the one thing a dense city has least of. So the per-capita flip is largest exactly where land constraint bites hardest — which is a coherent physical story, not just a data artefact.
Parking in Korea, practically
- In Seoul and Gyeonggi, do not rely on public car parks. Use transit, or budget for commercial and private parking, which is where most city parking capacity actually is. Public car parks are a small and hard-to-find slice.
- On Jeju, driving is the norm and public parking at attractions is genuinely plentiful — the density figure reflects a real convenience.
- In rural and highway regions, public car parks are reliable and often free or cheap, clustered at markets, stations and leisure sites — and, per the data, genuinely plentiful relative to the local population.
- This dataset is public car parks only. The much larger world of commercial car parks, department-store parking and private lots is not counted here, so a low number never means nowhere to park.
- Free apps and in-car navigation cover the rest. Korean navigation apps show live commercial parking availability and price, which is the practical tool for city parking regardless of what the public-car-park count says.
That final caveat is the key to reading the whole table. It counts one specific category — car parks published as public — and a city can be genuinely hard to park in while recording many of them, or easy while recording few. Seoul’s last place is best understood as “few *public* car parks, by design and possibly by under-reporting”, not as “nowhere to park”.
If there is a single takeaway that carries across this whole cluster of infrastructure articles, it is that: a count is a measurement of one narrowly defined thing, and the interesting question is almost always what the definition leaves out. Public car parks exclude private ones; recorded Wi-Fi excludes unpublished points; convenience-store counts exclude the brand. In each case the number is exactly true and the naive reading is exactly wrong, and the gap between the two is where the actual understanding lives. We would rather hand you a precise number with its edges marked than a round one that quietly pretends to mean more than it does.
