92,596 points, very unevenly recorded
Korea’s open data lists 92,596 free public Wi-Fi points. Split by region, Seoul records 22,792 and Daegu records 693 — a 33-fold gap between two major metropolitan cities. Daegu, a city of 2.3 million, appears in this data with fewer Wi-Fi points than Sejong, an administrative city a sixth its size.
That last sentence should set off an alarm, and it is the reason this article exists. A 33× gap between comparable cities is not what real infrastructure looks like. It is what differences in data publishing look like — and separating the two is the whole job of reading this number honestly. A count is only ever a count of what someone chose to record, and when a figure is this extreme the recording is usually the story.
Adjusting for population does not close it
The obvious first move is to correct for population — Seoul is bigger than Daegu, so of course it has more of everything. It helps, but nowhere near enough.

Per capita, Seoul sits at 24.5 points per 10,000 residents and Daegu at 3.0 — still an 8.3× gap, down from 33× but a long way from parity. Meanwhile Jeju tops the density table at 51.2, more than double Seoul, which fits its status as a tourism-first region that has invested heavily in visitor connectivity.
Coverage gap, or reporting gap?
Here is where we have to be honest about what the data can and cannot prove. There are two explanations for Daegu’s 693, and they lead to opposite conclusions.
- A real coverage gap: Daegu genuinely installed far fewer public Wi-Fi points than comparable cities. Possible, but hard to square with Daegu being a large, prosperous metropolitan city with an active local government.
- A reporting gap: Daegu built plenty of public Wi-Fi but publishes less of it to the national open-data standard, or publishes it through a channel our dataset does not capture. This is far more consistent with everything else we know.
We cannot settle it from this dataset alone, and we are not going to pretend otherwise. But the pattern strongly favours the second explanation — and it is the same pattern we found in Korea’s public toilet data, where Seoul appeared as a single record not because it has one toilet but because it publishes through a separate channel. A single anomalous number in open data is usually a fact about the plumbing, not the place.

The per-capita ranking is worth reading carefully, because it mixes two very different kinds of signal and only one of them is trustworthy.
At the top, the ranking is believable. Jeju, Gangwon and Gyeongbuk leading on density fits a clear logic — these are tourism and highway regions where public Wi-Fi is deployed for visitors and travellers rather than only for residents, so points per resident naturally runs high. Jeju’s 51.2, more than double any city, is exactly what you would expect from Korea’s most visitor-dependent region.
At the bottom, the ranking is suspect for the opposite reason. Daegu at 3.0 and Ulsan at 6.4 are not plausibly the least-connected places in Korea — they are large industrial cities, and the numbers are far more likely to reflect what those cities publish than what they operate. A density figure is only as good as the count feeding it, and a suppressed count produces a suppressed density that looks like a finding.
So the useful way to read the whole table is asymmetric: trust the high end, distrust the low end. A region can rank high on density only by actually recording lots of points, but it can rank low either by having few or by publishing few — and those are not the same thing at all.
Using public Wi-Fi in Korea
Whatever the data says about counts, the practical reality for a visitor is that Korea is one of the most connected countries on earth, and getting online is rarely a problem.
- Look for the “Public WiFi Free” network, the government-run open network available in many public buildings, transport hubs, parks and traditional markets. It is genuinely free and needs no login in most places.
- Subway trains and stations are reliably covered, as are buses in most cities — connectivity on public transport is close to universal.
- Cafes and convenience stores almost always have Wi-Fi, usually with a password on the receipt or the wall.
- For heavy use, a prepaid SIM or eSIM is cheap and removes the question entirely. Public Wi-Fi is a supplement to mobile data in Korea, not a substitute for it.
- Do not lean on a single recorded point. Because the underlying data varies so much in completeness by region, treat any specific Wi-Fi listing as a hint rather than a promise, and expect that the real coverage around you is better than a sparse regional count suggests.
So read the table as a story about open data rather than a warning about Daegu. If you visit Daegu you will not struggle to get online — the 693 is a number about publishing, and the city around it is as connected as any in Korea.
There is a broader habit worth taking from this. When a dataset shows one place as a dramatic outlier — far above or, as here, far below its obvious peers — the outlier is more often a clue about how the data was collected than a fact about the world. The instinct to explain it (“Daegu must have neglected its Wi-Fi”) is exactly the instinct to resist until you have ruled out the duller, likelier answer: that someone, somewhere, publishes to a different system. We have learned to treat a lonely number as a question, not an answer.
